which returns the language in effect at <code>iter</code>. If no tags affecting
language apply to <code>iter</code>, the return value is identical to that of
<code><a rd-options="" href="/link/gtkGetDefaultLanguage?package=RGtk2&version=2.20.31" data-mini-rdoc="RGtk2::gtkGetDefaultLanguage">gtkGetDefaultLanguage</a></code>.
