MDLC: MDLC evaluation measure

Description

Generates an evaluation function that applies the Minimum-Description_Length-Criterion (MDLC) Sheinvald1990FSinR to generate an evaluation measure for a set of features (set measure). This function is called internally within the filterEvaluator function.
