For widgets that support scrolling, sets the scroll adjustments and

nothing and returns <code>FALSE</code>. Widgets that don't support scrolling
can be scrolled by placing them in a <code><a rd-options="" href="/link/GtkViewport?package=RGtk2&version=2.20.31" data-mini-rdoc="RGtk2::GtkViewport">GtkViewport</a></code>, which does
support scrolling.
