If you are using a shared AWS End User Messaging SMS and Voice resource
then you must use the full Amazon Resource Name(ARN).</dd>
<dt>OptedOutNumber</dt>
<dd>[required] The phone number to add to the OptOutList in E.164 format.</dd></dl>
